    The Role

    Information and Privacy Coordinator

    This is a temporary full-time role at Haldimand County, with an annual compensation range of $75,366 to $91,692.

    The Opportunity

    This role takes the lead in coordinating the collection, use, disclosure, security, retention, and disposal of County records and information, while driving the development, implementation, and advancement of a corporate content management system (CMS) for records information management, including defining CMS configurations and establishing related policies and procedures. It also serves as the primary responder to all requests under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), develops privacy breach protocol, and manages responses to any privacy breaches. In addition, this position energizes and supports the corporation by providing training and guidance rooted in an “open by default” philosophy, promoting the proactive disclosure of records wherever possible within legislative limits.

    Information and Privacy Coordinator, Clerks Division

    Position Summary

    Coordinates the collection, use, disclosure, security, retention and disposal of County records and information. Additionally, this position will develop, implement and advance the use of a content management system (CMS) for records information management across the corporation; define configurations of the CMS and related policies and procedures. This role responds to all requests submitted under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA); develops privacy breach protocol and responds to any privacy breaches. Additionally, the position provides training and advice across the corporation on an ‘open by default’ philosophy to the disclosure of records where possible within the limits of relevant legislation.

    Qualifications, Knowledge, and Skills

    Education

    • University Degree relative to the area of responsibility with a specialized certification in Records & Information Management.

    Experience

    • Over 1 year and including 2 years of current related experience.

    Knowledge/Skills

    • Proven experience working with an electronic content management system and implementing information management policies and procedures.
    • Knowledge of best practices for managing information in all media, of Canadian (federal) and Province of Ontario legislation affecting the management of information and of standards for records management.
    • Knowledge of MFIPPA including the legislative appeal framework and responsibilities established by the IPC as well as extensive knowledge of current precedents established by Orders of the IPC and case law particularly relevant to the municipal environment.
    • Experience managing privacy incidents and breach responses.
    • Ability to interpret and apply legislation.
    • Experience or involvement with training initiatives.
    • Valid Ontario Driver’s License and access to a reliable vehicle as travel is required.
    • Excellent verbal and written communication skills with the ability to give, obtain, seek clarification, and/or exchange routine information.
    • Demonstrated initiative, and ability to make decisions involving routine tasks, within established procedures.
    • Demonstrated ability to work independently referring only to major problems to supervisors/managers.
    • Demonstrated ability to exercise significant discretion and sensitivity involving regular work with confidential information.

    Responsibilities

    The incumbent is responsible for, but not limited to:

    Corporate

    • Oversee corporate Records and Information Management program in terms of updating policies, procedures, schedules and other records and information resources and tools.

    People

    • Develop and deliver training in all areas of records and information management including, but not limited to, orientation to records and information management, training package and coaching/ advice as needed.
    • Prepare and provide privacy education and training to Council and all employees, including volunteers, contractors, and other appropriate third parties;
    • Act as liaison between the County and the Information and Privacy Commissioner of Ontario (IPC) on any access and privacy matters.
    • Provide direction to the Council Services Assistant and the Clerks Division Summer Student in performing records management duties as required.

    Functional

      • Respond to all requests submitted under the Municipal Freedom of Information and Protection of Privacy Act
      • Expand Routine Disclosure program and encourage an ‘open by default’ culture within the corporation
    • Records Management
      • Coordinates the collection, use, disclosure, security, retention and disposal of County records and information.
      • Manage corporate transition of paper records to electronic records within a CMS; define appropriate configurations of the CMS (access to confidential records, metadata and template configurations)
      • Coordinate annual destruction of records by identifying records eligible for disposition; circulating destruction notices for management approval and reviewing requests to extend the disposition of selected records
      • Lead the updating and maintenance of the Records Retention Schedule as required based on legislative and operational needs and standards;
      • Perform corporate records management retrieval duties as required.
      • Ensure that the Records Centre is maintained in a neat, tidy, and secure condition.
      • Maintain and administer the Agreements database
    • Privacy Program
      • Coordinate the collection, use and disclosure of municipal information including personal and confidential information.
      • Develop Privacy Policy/Breach Protocol; conduct privacy impact assessments of County processes, and work with internal divisions (i.e. insurance) to manage privacy incidents and breach responses.
    • Election Duties
      • Assist with election-related duties as required
